1. Safety and Mutual Respect Provisions
Article 10:Absolute silence shall be maintained at all times within NLT premises; polite behavior is expected when interacting with other users and NLT staff; users shall preserve NLT materials, resources, and equipment, as well as the overall cleanliness of NLT premises (halls, rooms, lavatories, walls, etc.)
It is also strictly prohibited to:
- Smoke within NLT premises;
- Use mobile phones inside reading rooms and cultural event halls;
- Sit on auditorium floors;
- Block walkways and emergency exits;
- Carry out any propaganda or commercial, political, or religious promotion within NLT premises;
- Use NLT premises to stick up posters, take photos, shoot films, shoot interviews without prior authorization from the DG.
2. Personal Belongings and Handbags
Article 11: Before accessing reading rooms, patrons are required to deposit any handbags at the reception hall. Only laptops are allowed into NLT reading rooms.
Article 12: Reception staff may refuse to store items that may jeopardize the safety and security of NLT premises.
Article 13: NLT is not responsible for lost or stolen valuable items.
3. Sanctions and Penalties
Article 14: In case the above articles are contravened and NLT business is hampered, the User Services Divisions is entitled to impose adequate penalties such as withdrawing the offender’s registration card and denying him/her access to reading rooms for a period of time to be determined by NLT’s administrative services.
4. Special Provisions Enforced inside Reading Rooms
Article 15: For all users to enjoy an appropriate and suitable working environment, patrons are invited to maintain absolute silence and to avoid team work and discussions, as these cause tumult and noise in reading rooms. Patrons are reminded that NLT librarians are at their disposal to facilitate their research.
Article 16: Patrons shall leave reading rooms 15 minutes before closing time.
Article 17: NLT has an in house lending service except for the adolescent multimedia library.
Article 18: Patrons are not allowed to reserve more than one seat in any reading room; nor are they allowed to absent themselves from their seats for more than forty-five minutes. The seats of patrons who have been away from their seat for more than forty-five minutes are automatically vacated.
Article 19: Patrons with laptops are required to sit in designated areas.
Article 20: Use of mobile phones is prohibited inside reading rooms.
5. Collection Circulation and Safety
Article 21: Patrons shall ensure the safety of any document or material they consult.
Article 22: It is strictly prohibited to take out documents/materials outside the reading room.
Article 23: Patrons may consult any documents/materials on display in the open-shelf section.
Article 24: To consult a document from the store, pick up a form from the reading-room receptionist, and fill it carefully in duplicate.
Article 25: Reading room attendants reserve the right to examine and inspect any item that may affect the integrity of documents.
Article 26: Patrons charged with stealing or attempting to steal NLT documents shall have their registrations canceled and may be subject to legal proceedings.
6. Computers and the Internet
Article 27: Devices (computers, readers, etc.) should be used with due care and caution.
Article 28: IT facilities (Internet and Intranet) are to be used exclusively for documentary, research, and bibliographic purposes. It is therefore strictly prohibited for patrons to tamper with computer settings.
7. Photocopying and Scanning Services
Article 29: NLT provides in-house photocopying and scanning services to patrons; fees for such services shall be determined at a later stage (See Annex 3); services shall be delivered in line with copyright provisions.
Article 30: For a proper conservation of its holdings, NLT reserves the right to deny the photocopying or scanning of documents before they are duly restored.
Article 31: Patrons are required to comply with current copyright regulations. Documents are for personal, not commercial, use.
8. Specific Provisions for Individual Reading Rooms
The Hasan Husni Abdelwahab Manuscript Reading Room
Article 32: Manuscripts are consulted on CD-supported scans, unless no digital copy is available.In case the original of an already scanned manuscript is requested, due justification is required for the need to refer to the original.
The Fatma Haddad Printed Books Reading Room
Article 34: The room has special seats for consulting rare books.
The Ali Douagi Periodical and Electronic Resource Room
Article 36: Audiovisual materials may be consulted in designated seats. Patrons may obtain a digital copy upon request.
Article 37: Audiovisual materials are circulated subject to inspection by room attendants.
