1. Overview
Article 1: NLT’s lecture and exhibition halls are used to deliver a public service of a cultural and educational nature.
Article 2: These rules and regulations have been developed to define terms and conditions for booking and using NLT’s lecture halls. NLT staff ensure the implementation of this system and are entitled to take necessary action should the system be contravened.
Article 3: The beneficiary party should be aware of this system before the hall is made available for use; it should also commit to complying with its provisions when signing the lease contract.
2. Room Description and Usage
Article 4 : To date, NLT has three rooms dedicated to scientific and cultural events:
The Tahar Haddad Conference Room: located on the first floor; seats two hundred and fifty (250); includes appropriate audiovisual equipment; venue for international conferences, congresses, symposiums, meetings and training sessions;
The Habiba Msika Circular Room: located on the third floor, seats one hundred and fifty (150), designed as a venue for conferences, symposiums, meetings, training sessions and for showing films;
The Khalduniyya Room.
The first three facilities are accessible to people with special needs.
3. Terms and Conditions of Use
Article 5 :
1- Booking
Article 6 : All booking requests addressed to NLT shall be in writing and shall be addressed to NLT’s Director General. Booking requests shall include: Applicant’s personal details ; Type of the proposed event ; Purpose and topic of the event; Date, start time and duration of event; Number of invited participants; Requested room; Reception, security, and food arrangements, if required.
Article 7 : Requests to book NLT rooms shall be submitted to NLT’s central registry office at least one month before the event’s start date. Requests shall be considered on a first-come, first-served basis.
Article 8 : A detailed booking confirmation shall be communicated in writing to the beneficiary (Room, dates, timing)
Article 9 : Any changes to dates and timing should remain exceptional. Such changes shall be communicated to NLT in writing and shall be given due consideration dependent on availability.
2- Conference Room Rental Rates
Article 10 : The Ministry of Finance and Ministry of Cultural Affairs order dated 1 February 2017 sets the cost of renting one of NLT’s conference rooms at 300 dinars per day. Rental costs shall be waived for entities co-organizing events with NLT.
Article 11 : Beneficiaries shall pay the total rental cost at least 48 hours before the event is due to start.
1. Terms and Conditions for Using Conference Rooms and other Spaces
Article 12 : Beneficiaries shall only use those spaces made available by NLT. It is strictly prohibited to use other facilities not provided for in the contract.
Article 13 : Invited participants shall be met at NLT’s main hall. For a smooth organization of the event, beneficiaries may bring in, at their own expense, their own reception services.
Article 14 : Beneficiaries commit not to exceed the maximum number of seats available in the rented room lest they should be banned from using NLT’s facilities.
2. Refusal to rent Facilities
Article 15 : NLT reserves the right to refuse renting out its conference rooms if it considers that the proposed event is not in line with its cultural and scientific goals.
Article 16 : It is strictly prohibited to change the settings of equipment available in NLT’s facilities. If needed, a written request is required. No changes shall be made without a written authorization from NLT’s DG. More generally, it is prohibited: - To post sheets of paper, posters, photos, or frames, with glue or otherwise, on walls, columns, and on the podium;
- To post any material on the friezes, fittings, and staircase handrails;
- To place projectors or other implements of any kind on the floor;
- Allow cables and cords to lie on the floor and block the way;
- Bring in explosives and smoke bombs inside, or close to, NLT’s facilities.
Article 17 : NLT’s conference rooms are fitted with sophisticated equipment whose maintenance and use are ensured by NLT’s own technicians or under their supervision. Technicians brought in by beneficiaries are not allowed to use equipment in the rented conference room without prior consent from NLT’s technicians.
3- Safety Considerations
Article 18 : Beneficiaries acknowledge that they are cognizant of the facility and more specifically of available safety devices, firefighting equipment and emergency exits. Beneficiaries also commit to comply with provisions concerning fire- and panic-related risks adopted by entities open to the public:
- Keeping walkways and emergency exits clear;
- Refraining from using fireworks, glues and other adhesive materials, and flammable materials;
- Make sure that cars are parked properly in the NLT environment and not blocking the way to emergency services.
Article 19 : Beneficiaries shall comply with instructions in the Rules and Regulations for using NLT’s conference rooms; Beneficiaries shall ensure the safety of the event even if this requires calling in additional security services at their own cost; Beneficiaries are responsible for any accidents, stolen goods, or damages that may be incurred by people or facilities.
4. Room and Facility Inventory
Article 20 : Before and after each event, an inventory of the facility will be taken. The beneficiary shall cover the costs of any damage or deterioration that the facility or its equipment may have suffered during the event.
Article 21 : All equipment pertaining to the event shall be lifted as quickly as possible after the event. In case this provision is not complied with, NLT reserves the right to clear the facility of any remaining equipment at the beneficiary’s expense.
5. Timeframe
Article 22 : NLT’s facilities are made available to beneficiaries all days of the week from 8:00 am to 8:00 pm, except Sundays and public holidays. 8:00 pm is the latest NLT facilities are open for use.
Article 23 : All communication material promoting the event (stickers, posters, banners, invitation cards) shall bear NLT’s logo and shall be deposited at NLT. In case an audiovisual recording is made of the event, the beneficiary commits to provide NLT with a copy.
